Majma al-Zawaid — Hadith 10979

Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said: A man from among the Jews named al-Nabbash bin Qays said: "Your Lord is miserly; He does not spend." So Allah Almighty revealed this verse: "The Jews say: 'The hand of Allah Almighty is chained.' Their (the Jews') hands are chained, and they have been cursed for what they said. Rather, both His (i.e. Allah Almighty's) hands are outstretched; He spends however He wills."
Al-Tabarani recorded it, and its narrators are thiqat (trustworthy).
