Majma al-Zawaid — Hadith 10859

عَنِ ابْنِ عَبَّاسٍ : وَيَسْأَلُونَكَ مَاذَا يُنْفِقُونَ قُلِ الْعَفْوَ قَالَ : الْفَضْلُ عَلَى الْعِيَالِ .
رَوَاهُ الطَّبَرَانِيُّ ، وَفِيهِ مُحَمَّدُ بْنُ أَبِي لَيْلَى وَهُوَ سَيِّئُ الْحِفْظِ ، وَبَقِيَّةُ رِجَالِهِ ثِقَاتٌ .
Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrates regarding this statement of Allah Almighty, (Allah Almighty says:) "They ask you what they should spend; say: The surplus." Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) says: It means whatever remains over after (providing for) one's dependents.
Al-Tabarani recorded it; its chain contains a narrator, Muhammad bin Abi Layla, who has a poor memory, and the rest of its narrators are thiqat (trustworthy).
