Sayyiduna Amr bin Awf al-Muzani (may Allah be pleased with him) reports this statement of the Prophet (peace and blessings be upon him): "In Islam no unattached person (mufarraj) shall be left (uncared for) until he is joined to some tribe."
Ibn al-Athir wrote in his book al-Nihayah: "In Islam no unattached person (mufarraj) shall be left" refers to the slain person who is found in a barren place with no village nearby; the blood money of such a slain person is to be paid from the public treasury (bayt al-mal), and his blood is not to be let go unavenged. This word is also narrated with the letter ha (mufrah).
Al-Tabarani recorded it. Its chain contains Kathir bin Abdullah al-Muzani, who is da'if (weak), though al-Tirmidhi graded his hadith as hasan (good). The rest of its narrators are thiqat (trustworthy).
