The Ruling on Endowing a House That Is Mortgaged

A condition of waqf (endowment) is that the property must be the pure and complete ownership of the donor, with no rights belonging to any other person or entity. Therefore, as long as the house is mortgaged with someone or some institution and the debt has not been repaid, it is not permissible to endow it as waqf.
