Ruling if the Friday Khutbah Cannot Be Delivered

❀ Question:
If in a certain place the Friday khutbah cannot be delivered, then how many rakʿahs should be prayed?
❀ Answer:
If the khutbah of Jumuʿah cannot be delivered, then four rakʿahs of Ẓuhr must be performed, whether in congregation or individually.
❀ ʿAllāmah Ibn ʿAbd al-Barr (رح, d. 463H) said:
إن الإجماع منعقد أن الإمام لو لم يخطب بالناس لم يصلوا إلا أربعا
“There is consensus that if the Imam does not deliver the khutbah to the people, they will only pray four rakʿahs (of Ẓuhr).”
