He will perform seven circuits between Safa and Marwah while reciting the prescribed supplications.
➊ Allah Almighty says:

Reference: Al-Baqarah: 158

“Safa and Marwah are among the signs of Allah, so whoever performs Hajj or Umrah to the House (Kaaba) there is no blame upon him for walking between them.”
➋ It is narrated from Hazrat Abu Huraira (RA) that when the Prophet (PBUH) finished his Tawaf, he came near Safa (hill) and climbed it until he looked towards the Kaaba, then raised both hands, praised Allah, and supplicated whatever he wished.

Reference: Muslim: 1780, Kitab al-Jihad wa al-Siyar: Bab Fath Makkah, Abu Dawood: 1872, Ahmad: 538/2, Ibn Khuzaymah: 2758

➌ In the narration of Hazrat Jabir (RA), when the Prophet (PBUH) reached near the Safa hill, he recited this verse:

إِنَّ الصَّفَا وَالْمَرْوَةَ مِنْ شَعَائِرِ اللهِ

(Then he said) I start (the Sa’i) from the place where Allah started it. Then he climbed Safa until he saw the Kaaba, then faced the Qiblah and declared the Oneness and Greatness of Allah and said:

لَا إِلهَ إِلَّا اللهُ وَحْدَهُ لَا شَرِيكَ لَهُ لَهُ الْمُلْكُ وَلَهُ الْحَمْدُ وَهُوَ عَلَى كُلِّ شَيْء قَدِيرٌ ، لَا إِلَهَ إِلَّا اللهُ أَنْجَزَ وَعْدَهُ وَنَصَرَ عَبْدَهُ وَهَزَمَ الأحْزَابَ وَحْدَهُ

Then he recited this supplication three times between them. Then he descended from Safa and proceeded towards Marwah until when his feet reached the valley’s bottom, he ran until he climbed up from the valley and went towards Marwah. On Marwah, he did the same as on Safa (finally, the Prophet (PBUH) completed the seventh circuit at Marwah).

Scholars have differed regarding the ruling of Sa’i.
(Jamhur) Sa’i is obligatory.
(Shafi’i) It is a pillar; without it, Hajj is invalid.
(Abu Hanifa) Sa’i is wajib, and whoever abandons it must offer a sacrificial animal as fidyah.

(Siddiq Hasan Khan) Sa’i is wajib.
Their evidences are as follows:
➊ The Prophetic hadith states: “Allah has not completed the Hajj and Umrah of the person who did not perform the circuits between Safa and Marwah.”

Reference: Muslim: 1277, Kitab al-Hajj: Bab Bayan anna al-Sa’i bayna al-Safa wal-Marwah

➋ Habibah bint Abi Tajrah says that the Messenger of Allah (PBUH) said while performing Sa’i between Safa and Marwah:

سعوا فإن الله كتب عليكم السعي

“Perform Sa’i because indeed Allah has made Sa’i obligatory upon you.”

Reference: Sahih: Irwa’ al-Ghalil: 1072, 268/4, Ahmad: 421/6, Tarteeb al-Musnad lil-Shafi’i: 907, Hakim: 70/4, Bayhaqi: 98/5

If performing Hajj al-Tamattu’, after Sa’i he will remove the Ihram until the day of Tarwiyah (8th Dhu al-Hijjah), then he will assume Ihram for Hajj and proceed towards Mina, and then perform the prayers of Zuhr, Asr, Maghrib, Isha, and Fajr there.
➊ Hazrat Aisha (RA) narrates about the people’s Hajj with the Prophet (PBUH):

فأما من أهل بالعمرة نأحلوا حين طافوا بالبيت وبالصفا والمروة

“So those who had assumed Ihram only for Umrah became lawful after performing Tawaf of the Kaaba and Sa’i between Safa and Marwah.”

Reference: Muwatta: 335/1, Bukhari: 1562, Muslim: 1211, Abu Dawood: 1779, Nasa’i: 145/5

➋ It is narrated from Hazrat Jabir (RA) that the companions had assumed Ihram only for Hajj al-Mufrad, but the Prophet (PBUH) told them to assume Ihram for Umrah, and after performing Tawaf of the Kaaba and Sa’i between Safa and Marwah, they should remove Ihram and shave their heads. Thus, they converted their previously intended Hajj al-Mufrad into Tamattu’.

➌ It is narrated from Hazrat Jabir (RA) that when we removed Ihram, the Messenger of Allah (PBUH) commanded us to assume Ihram when we proceeded towards Mina, so we assumed Ihram from Wadi Abtah.

Reference: Muslim: 1214, Kitab al-Hajj: Bab Bayan Wujub al-Ihram, Ahmad: 318/3, Ibn Khuzaymah: 2794

In the narration of Hazrat Jabir (RA), it is stated that “When the day of Tarwiyah (8th Dhu al-Hijjah) came, people headed towards Mina, and the Prophet (PBUH) was also mounted:

فصلي بها الظهر ، والعصر ، والمغرب والعشاء والفجر

“Then he led the prayers of Zuhr, Asr, Maghrib, Isha, and Fajr there.”
