(a) It is narrated from Sayyiduna Abu Hurayrah (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: "Whoever does not recite Surah al-Fatihah in the prayer, that prayer is incomplete and deficient."
(b) He mentioned at its beginning something like the hadith of Ibn Uyaynah, but he added 'Bismillah', and at the end of the hadith he mentioned: "This is between Me and My servant in two halves, and the last part of this surah is for My servant, and My servant shall have what he asked."
(c) A group of reliable narrators transmitted this hadith from al-Ala' bin Abd al-Rahman, among them Malik bin Anas, Ibn Jurayj, Rawh bin al-Qasim, Ibn Uyaynah, Ibn Ajlan, al-Hasan bin al-Hurr, Abu Uways and many others besides them. There is disagreement in their chains, but they agree on the text. None of them mentioned 'Bismillahi al-Rahmani al-Rahim' in his hadith, and their agreement, contrary to what Ibn Sam'an narrated, is closer to what is correct. And Allah knows best.
Ali bin Umar al-Hafiz (may Allah have mercy on him) said: Ibn Sam'an is Abdullah bin Ziyad bin Sam'an, and he is matruk al-hadith (abandoned in hadith).
