Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) says: I came to Sayyiduna Umar (may Allah be pleased with him) while he was turning his hands over and over. I asked: "O Commander of the Faithful! What is this?" He said: "Our governor in Iraq has mixed the prices of wine and pigs into the fay' (public wealth) of the Muslims. Do you not know that the Messenger of Allah (peace and blessings be upon him) said: 'May Allah curse the Jews! Allah forbade them to eat fat, so they melted it, sold it and consumed its price.'" Sufyan (may Allah have mercy on him) says: Do not accept wine and pigs from them as jizyah; rather, let them sell them, and collect their price as the jizyah.
