Silsilah as-Sahihah 4083 — When is retribution (qisas) applied?

It is narrated from Sayyiduna Amr bin Hazm (may Allah be pleased with him) that "For intentional (excess), there is qisas (retaliation), and for unintentional (excess), there is only diyah (blood money)."
