Mu'jam Kabir Tabarani 9643 — from Sayyiduna Ibn Mas'ud that he said

حَدَّثَنَا إِسْحَاقُ بْنُ إِبْرَاهِيمَ، عَنْ عَبْدِ الرَّزَّاقِ، عَنِ الثَّوْرِيِّ، عَنْ أَشْعَثَ، عَنِ الشَّعْبِيِّ، عَنِ ابْنِ مَسْعُودٍ، قَالَ: «الطَّلَاقُ، وَالْعِدَّةُ بِالْمَرْأَةِ»
Al-Sha'bi narrates from Sayyiduna Ibn Mas'ud (may Allah be pleased with him) that he said: "Divorce and the waiting period (both) are determined by the woman."
