حَدَّثَنَا فُضَيْلُ بْنُ مُحَمَّدٍ الْمَلَطِيُّ، ثنا أَبُو نُعَيْمٍ، ثنا أَبُو الْعُمَيْسِ، عَنِ الْقَاسِمِ، قَالَ: قَالَ عَبْدُ اللهِ: «أَهْلُ الشُّرْبِ أُمَرَاءُ عَلَى أَهْلِ أَعْلَاهُ»
Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) said: "Those who have the right to the water have authority over those at its upper part."
