Anbasah bin Abi Sufyan said: Sayyiduna Shaddad bin Aws (may Allah be pleased with him), who was the nephew of Sayyiduna Hassan bin Thabit al-Ansari (may Allah be pleased with him) and who conquered Iliya (Jerusalem) for Sayyiduna Mu'awiyah bin Abi Sufyan (may Allah be pleased with him), while conversing with Sayyiduna Mu'awiyah (may Allah be pleased with him), mentioned rulership and said: I heard the Messenger of Allah (peace and blessings be upon him) mentioning leadership, and he (peace and blessings be upon him) said: "The first stage of leadership is blame, its second is regret, and its third is punishment from Allah on the Day of Resurrection, except for the one who shows mercy and acts justly." And he (peace and blessings be upon him) gestured thus and thus with his hand regarding wealth. Then he (peace and blessings be upon him) remained silent for as long as Allah willed, then said: "How can there be justice with close relatives?"
