It is narrated from Sayyiduna Samurah (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: "Whoever takes control of a water (source), it becomes his." (The narrator) Wahb bin Baqiyyah reported these words: "He has the greater right to it."
