Abu Raja from Ibn Abbas (may Allah be pleased with him)
Mu'jam Kabir Tabarani 12707 — on a rainy day he said: Let people pray

حَدَّثَنَا أَحْمَدُ بْنُ دَاوُدَ الْمَكِّيُّ، ثنا حَفْصُ بْنُ عُمَرَ الْحَوْضِيُّ، ثنا عَبْدُ الْحَكِيمِ بْنُ ذَكْوَانَ، عَنْ أَبِي رَجَاءٍ، عَنِ ابْنِ عَبَّاسٍ، أَنَّهُ قَالَ: فِي يَوْمٍ مَطِيرٍ: «الصَّلَاةَ فِي الرِّحَالِ» ثُمَّ قَالَ: أَتَعْجَبُونَ؟ «قَدْ فَعَلَهُ مَنْ هُوَ خَيْرٌ مِنَّا رَسُولُ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ»
It is narrated from Sayyiduna Ibn Abbas (may Allah be pleased with them both) that on a rainy day he said: "Let people pray in their dwellings." Then he said: "Are you surprised? This was done by one who was better than us, that is, the Messenger of Allah (peace and blessings be upon him)."
