قَالَ مُسَدَّدٌ : حَدَّثَنَا عِيسَى بْنُ يُونُسَ ، حَدَّثَنَا إِسْمَاعِيلُ بْنُ أَبِي خَالِدٍ ، عَنْ قَيْسٍ هُوَ ابْنُ أَبِي حَازِمٍ ، قَالَ : قَالَ عُمَرُ رَضِيَ اللهُ عَنْهُ : " لَوْ أُطِيقُ الْأَذَانَ مَعَ الْخِلِّيفَى لَأَذَّنْتُ " .

It is narrated from Sayyiduna Qays bin Abi Hazim (may Allah have mercy on him) that Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) said: "If I had the ability and strength to give the adhan along with carrying out the heavy responsibilities and affairs of the caliphate, I would certainly give the adhan myself."

حَدَّثَنَا عِيسَى ، أَنَا إِسْمَاعِيلُ عَنْ شُبَيْلِ بْنِ عَوْفٍ ، قَالَ : إِنَّ عُمَرَ رَضِيَ اللهُ عَنْهُ قَالَ لِجُلَسَائِهِ : " مَنْ مُؤَذِّنُكُمْ ؟ " قَالُوا : عَبِيدُنَا وَمَوَالِينَا ، قَالَ : " مَوَالِينَا وَعَبِيدُنَا ، إِنَّ ذَلِكَ بِكُمْ لَنَقْصٌ كَثِيرٌ " .
It is narrated from Shubayl bin Awf that Sayyiduna Umar (may Allah be pleased with him) asked those sitting with him: "Who gives the adhan among you?" They said: "Our slaves and our freed slaves." He (may Allah be pleased with him) said: "Your freed slaves and your slaves (perform this duty)! Indeed, this is a very great shortcoming and deprivation for you."
Takhrij: Imam Ibn Abi Shaybah narrated this report (athar) in his al-Musannaf (233). Its chain has a break (inqita') because Shubayl bin Awf's hearing from Sayyiduna Umar (may Allah be pleased with him) is not established.
