It is narrated from Abdullah bin Buraydah (may Allah have mercy on him) that Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) gathered the people on the arrival of a delegation and said to Sayyiduna Zayd bin Arqam (may Allah be pleased with him): "Look for the Companions of the Prophet (peace and blessings be upon him) and admit them first of all, then those who come after them (in rank)." So they entered and lined up in rows before him. Sayyiduna Umar (may Allah be pleased with him) looked around and saw a stout, bulky man wearing a pair of striped Yemeni cloaks. Sayyiduna Umar (may Allah be pleased with him) beckoned to him, and he came close to him. Sayyiduna Umar (may Allah be pleased with him) said three times: "Say something", and the man likewise replied three times: "Yes, please speak." Sayyiduna Umar (may Allah be pleased with him) said with displeasure: "Uff! Stand up (that is, move away from here)." The man stood up. Then he looked and saw Sayyiduna Abu Musa al-Ash'ari (may Allah be pleased with him), a man of light build, short and seasoned. He beckoned to him and he came close. Sayyiduna Umar (may Allah be pleased with him) said: "Say something", and he too replied: "Yes, please speak." Sayyiduna Umar (may Allah be pleased with him) again said: "Say something", and he said: "O Commander of the Believers! Ask a question and begin the talk so that we may converse with you (that is, you set the direction of the conversation)." Sayyiduna Umar (may Allah be pleased with him) said: "Uff! You too stand up; even a shepherd of sheep could not benefit you (one who would not begin the talk for you)." Then he looked and saw a man of fair complexion and light build (al-Rabi' bin Ziyad). He beckoned to him and he came to him. Sayyiduna Umar (may Allah be pleased with him) said: "Say something", and he immediately sprang to his feet, praised and extolled Allah Almighty, and admonished him by the commands of Allah.
Then he said: "Indeed you have been made responsible for the affairs of this Ummah, so fear Allah Almighty concerning the Ummah and subjects over whose affairs you have been made guardian, and especially in the matter of your own self, for you will be called to account (on the Day of Resurrection) and questioned about the subjects placed in your care. You are a trustee, and it is incumbent upon you to discharge this trust of yours; only then will you be given your reward according to your deeds." Sayyiduna Umar (may Allah be pleased with him) said: "Since I became caliph, no one except you has spoken to me so truthfully and frankly. Who are you?" He said: "I am al-Rabi' bin Ziyad." He asked: "The brother of al-Muhajir bin Ziyad?" He said: "Yes." Then Sayyiduna Umar (may Allah be pleased with him) prepared an army and appointed Sayyiduna Abu Musa al-Ash'ari (may Allah be pleased with him) as its commander, then said (to him): "Keep an eye on al-Rabi' bin Ziyad. If he proves truthful in what he said, he has excellent help to offer in running the affairs of government, so appoint him (to some post); then after every ten days supervise his work and keep writing to me about his performance and conduct, until I feel as though I myself had appointed him." Then Sayyiduna Umar (may Allah be pleased with him) said: "Our Prophet (peace and blessings be upon him) charged us and said: 'What I fear most for you is a hypocrite skilled of tongue (that is, one sharp of tongue but harbouring hypocrisy in his heart).'"
