It is narrated from Sayyiduna al-Sa'ib bin Yazid (may Allah be pleased with him) that in the blessed era of the Messenger of Allah (peace and blessings be upon him), the amount of blood-money (diyah) consisted of camels of four different ages: twenty-five hiqqah (she-camels in their fourth year), twenty-five jadha'ah (in their fifth year), twenty-five bint labun (in their third year), and twenty-five bint makhad (in their second year). This arrangement remained until the caliphate of Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) came and he founded various cities. He (may Allah be pleased with him) said: "Not all people have camels available, so fix the price of the camels at one uqiyah of silver each." So at that time the total blood-money came to four thousand dirhams. Then, when camels became expensive, Sayyiduna Umar (may Allah be pleased with him) ordered the price to be estimated again, and at one and a half uqiyah it became six thousand. Then, when the price rose further, the price was set at his order and at two uqiyah it reached eight thousand. Then, when camels became still dearer, at his order the sum of ten thousand was fixed at two and a half uqiyah per camel. Finally, when prices rose further, the price was fixed again at the order of Sayyiduna Umar (may Allah be pleased with him), and at three uqiyah per camel it was set at twelve thousand dirhams. So Sayyiduna Umar (may Allah be pleased with him) fixed as blood-money: twelve thousand dirhams for those who deal in silver, one thousand dinars for those who deal in gold, one hundred camels for the owners of camels, two hundred suits (hullah) for the cloth merchants, on condition that each suit be worth five dinars, one thousand sheep for the owners of sheep, two thousand goats for the owners of goats, and two hundred cows for the owners of cattle.
Abu Ma'shar, a narrator of this hadith, and his teacher (Salih bin Abi al-Akhdar) are both da'if (weak).
