Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) reports this saying of the Prophet (peace and blessings be upon him): "The hands are to be raised in only seven places: when a person begins the prayer; when a person enters the Sacred Mosque and looks at the House of Allah; when a person stands on Safa; when a person stands on Marwah; when a person stands with the people on the evening of Arafah; when he stands at Muzdalifah, at both stations; and when a person throws pebbles at the Jamrah."
Imam al-Tabarani recorded it in al-Mu'jam al-Kabir and al-Mu'jam al-Awsat, except that he recorded these words: "The hands are to be raised when you see the House of Allah," and this narration contains these words: "at the time of throwing pebbles at the Jamarat, and when the prayer is established." The chain of the first narration contains Muhammad bin Abi Layla, who had a poor memory, and his hadith will be hasan (fair), if Allah wills. The chain of the second narration contains Ata' bin al-Sa'ib, but he had become mukhtalit (confused in his memory).
