Abu al-Khayr narrates: Maslamah bin Mukhallad, who was the governor of Egypt, offered Sayyiduna Ruwayfi' bin Thabit (may Allah be pleased with him) to make him the overseer of collecting the tithes. Sayyiduna Ruwayfi' (may Allah be pleased with him) said: I heard the Prophet (peace and blessings be upon him) say: "The one who collects unlawful taxes will go to Hell."
Ahmad and al-Tabarani in al-Mu'jam al-Kabir recorded it, though he narrated these words: "The tax collector will go to Hell" (the narrator says:) meaning the tithe collector ('ashir). Its chain contains a narrator, Ibn Lahi'ah, about whom there has been criticism.
