Majma al-Zawaid — Hadith 11400

Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrated (Allah Almighty says): "And I swear by the setting places of the stars." Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said: The Qur'an was sent down to the lowest heaven all at once, and then after that it was sent down to the Prophet (peace and blessings be upon him) in separate portions.
Al-Tabarani recorded it; its chain contains the narrator Hakim bin Jubayr, who is matruk (abandoned).
