Al-Muntaqa Ibn al-Jarud 1106 — Jizya (tax on non-Muslims)
حَدَّثَنَا مُحَمَّدُ بْنُ يَحْيَى ، قَالَ : ثنا عَبْدُ الرَّزَّاقِ ، قَالَ : أَخْبَرَنَا مَعْمَرٌ ، عَنْ هِشَامِ بْنِ عُرْوَةَ ، عَنْ أَبِيهِ ، قَالَ : دَخَلَ هِشَامُ بْنُ حَكِيمٍ رَضِيَ اللَّهُ عَنْهُ عَلَى عُمَيْرٍ الأَنْصَارِيِّ بِالشَّامِ ، وَكَانَ عَامِلا لِعُمَرَ رَضِيَ اللَّهُ عَنْهُ ، فَدَخَلَ عَلَيْهِ ، فَوَجَدَ عِنْدَهُ قَوْمًا مِنَ الأَنْبَاطِ مُشَمِّسِينَ ، فَقَالَ : مَا بَالُ هَؤُلاءِ ؟ قَالَ : حَبَسْتُهُمْ فِي الْجِزْيَةِ ، فَقَالَ هِشَامٌ : سَمِعْتُ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ ، يَقُولُ : " إِنَّ الَّذِي يُعَذِّبُ النَّاسَ فِي الدُّنْيَا يُعَذِّبُهُ اللَّهُ فِي الآخِرَةِ " ، فَخَلَّى عَنْهُمْ عُمَيْرٌ وَتَرَكَهُمْ .
Urwah reports that Hisham bin Hakeem (may Allah be pleased with him) went to Umair Ansari, who was the governor of Syria on behalf of Sayyiduna Umar (may Allah be pleased with him). He saw some Nabatean people standing in the sun and asked him: What is their fault? He replied: I have detained them for the crime of not paying jizya. So Hisham said: I heard the Messenger of Allah (peace and blessings of Allah be upon him) say: Whoever causes people (unduly) hardship in this world, Allah Almighty will subject him to punishment on the Day of Resurrection. Consequently, Umair set them free.
