Hazrat Abdullah bin Mas'ud (may Allah be pleased with him) narrated that the Holy Prophet (peace and blessings be upon him) said: The best people are those of my generation, then those who will come after them, and then those who will come after them. Then there will come a time when people will give testimony before being asked to do so, and they will swear oaths before testifying.

Brief Explanation
Hazrat Ibrahim Nakha’i rahimahullah stated that our elders used to punish us for uttering the words “testimony” (shahadah) and “pledge” (ahd) with our tongues, lest we become accustomed to swearing oaths. The habit of swearing oaths unnecessarily and at inappropriate times is not good. Caution in taking oaths is essential. (Raaz)
