Al-Fath ar-Rabbani 12119 — The Book of Caliphate and Leadership
عَنِ ابْنِ عُمَرَ رَضِيَ اللَّهُ عَنْهُ عَنِ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ قَالَ ”السَّمْعُ وَالطَّاعَةُ عَلَى الْمَرْءِ فِيمَا أَحَبَّ أَوْ كَرِهَ إِلَّا أَنْ يُؤْمَرَ بِمَعْصِيَةٍ فَإِنْ أُمِرَ بِمَعْصِيَةٍ فَلَا سَمْعَ وَلَا طَاعَةَ“
It is narrated from Sayyiduna Umar (may Allah be pleased with him), the Noble Prophet (peace and blessings be upon him) said: It is obligatory upon a person to listen to the ruler and obey him, whether he likes those matters or dislikes them, except when he is commanded to disobey Allah Almighty, then he should neither listen to that command nor obey it.
