Hazrat Fudayl (may Allah have mercy on him) says that Hazrat Umar bin Abdul Aziz (may Allah have mercy on him) would not fix an allowance except for a person who recited the Qur'an. The narrator says: My father was also among those who recited the Qur'an. So he (may Allah have mercy on him) fixed an allowance for him.
