Hazrat Malik al-Dar (may Allah have mercy on him), who was the treasurer in the food department of Hazrat Umar (may Allah be pleased with him), narrates: During the time of Hazrat Umar (may Allah be pleased with him), people were afflicted with famine. So a man came to the grave of the Noble Prophet (peace and blessings be upon him) and said: O Messenger of Allah (peace be upon him)! Ask for rain for your Ummah, for they are being destroyed! Then the Prophet (peace be upon him) appeared to that man in a dream and said to him: Go to Umar (may Allah be pleased with him), convey my greetings to him, and inform him that the people will soon be given water. And say to him: You must be prudent. You must be prudent. So that man went to Hazrat Umar (may Allah be pleased with him) and informed him of the dream. Hazrat Umar (may Allah be pleased with him) began to weep and said: O my Lord! I am not negligent except that I am powerless.
