Ruling on Using Waqf Property for Another Purpose or Location
Source: "Ahkam-o-Masail in the Light of the Qur’an and Hadith", Volume 02
This indicates that:
✔ If a property dedicated to a specific mosque or madrasa becomes surplus and is not required at that place,
✔ Then it is permissible to use it for another mosque or madrasa, or any other religious cause.
Because all such uses fall under the scope of fi sabilillah (in the cause of Allah).
"یہ سب فی سبیل اللہ ہے۔"

Can the property endowed (waqf) for a specific mosque or madrasa be used elsewhere for another religious purpose, especially when it is surplus and no longer needed at the originally intended location?✔ Answer
There is a Hadith in Abu Dawood which states that a man dedicated his camel fi sabilillah (for the sake of Allah), intending it for jihad. Later, when he needed it for Hajj, the Messenger of Allah ﷺ granted him permission, saying, "This too is fi sabilillah."This indicates that:
✔ If a property dedicated to a specific mosque or madrasa becomes surplus and is not required at that place,
✔ Then it is permissible to use it for another mosque or madrasa, or any other religious cause.
