Forming a Row for a Lone Worshipper – Shari‘ah Guidance

Question:
During congregational prayer, if there is a vacant space for one person in the front row and two individuals remain behind, should one of them step forward to complete the front row while the other stands alone at the back? Or should both form a new row without filling the front row?

Answer:

One person may move forward to complete the front row, and the other may stand alone at the back.

Or, without completing the front row, both may form a new row together.
