Two Permissible Cases for a Lone Person Standing in a Prayer Row

Question:
During congregational prayer, if there is a vacant space for one person in the front row and two individuals remain behind, should one of them step forward to complete the front row while the other stands alone at the back? Or should both form a new row without filling the front row?
Answer:
Wa ‘alaykum as-salam wa rahmatullahi wa barakatuh
Alhamdulillah, wa-s-salatu wa-s-salamu ‘ala Rasulillah, amma ba‘d:
In this matter, both ways are permissible.
This is an ijtihadi issue — meaning that scholars differ in opinion, and each view has its own supporting evidence.
If there is a vacant place for one person in the front row and two people remain behind, then:
◈ One person may move forward to complete the front row, and the other may stand alone at the back.
◈ Or, without completing the front row, both may form a new row together.
