This excerpt is taken from the book of Fadhilat al-Sheikh Mubashir Ahmad Rabbani, may Allah have mercy on him, Ahkam wa Masail Ramadan.
Ramadan and Umrah:.
To be blessed with the opportunity of performing Umrah in Ramadan is equal to the reward of Hajj.
Sayyidina Abdullah bin Abbas, may Allah be pleased with him, said:
قال رسول الله لامرأة من الأنصار ما منعك أن تحجى معنا؟ قالت لم يكن لنا إلا ناضحان فحج أبو ولدها وابنها على ناضح وترك لنا ناضحا ننضح عليه قال فإذا جاء رمضان فاعتمرى فإن عمرة فيه تعدل حجة
"The Prophet, peace be upon him, said to an Ansari woman: What prevents you from performing Hajj with us? She said: We only have two camels to bring water, my children's father, meaning my husband, has taken one camel for Hajj and left one camel on which we bring water. The Prophet, peace be upon him, said: When Ramadan comes, perform Umrah, for performing Umrah in Ramadan is equal to Hajj in terms of reward."
