Can Taḥiyyat al-Masjid be performed after Fajr (ṣubḥ ṣādiq)? Scholars say that Taḥiyyat al-Masjid is to be performed every time one enters the mosque, even after ṣubḥ ṣādiq, whether before or after the adhān.
If someone has already prayed the Sunnah of Fajr at home, should he still pray Taḥiyyat al-Masjid upon entering the mosque? And if he did not pray Sunnah at home and entered the mosque, should he perform both Sunnah al-Fajr and Taḥiyyat al-Masjid separately?

The statement of the scholars you quoted is correct:
"Taḥiyyat al-Masjid is to be performed at all times, even after ṣubḥ ṣādiq, whether before or after the adhān."
The Messenger of Allah ﷺ said:
«إِذَا دَخَلَ أَحَدُكُمُ الْمَسْجِدَ فَلْيَرْكَعْ رَكْعَتَيْنِ قَبْلَ أَنْ يَجْلِسَ»
(al-Bukhārī – Abwāb al-Masājid, Bāb idhā dakhala al-masjid falyarkaʿ rakʿatayn, Muslim – Ṣalāt al-Musāfirīn, Bāb istiḥbāb Taḥiyyat al-Masjid bi-rakʿatayn)
"When one of you enters the mosque, he should perform two rakʿahs before sitting down."
The wording “idhā dakhala aḥadukum” is general, covering all times, including after Fajr.
Some raise an objection based on the Prophet’s ﷺ saying:
«لَا صَلَاةَ بَعْدَ الْفَجْرِ إِلَّا رَكْعَتَيِ الْفَجْرِ»
"There is no prayer after Fajr except the two rakʿahs of Fajr."
This does not contradict the earlier command, because this prohibition refers to voluntary prayers without cause.

Similarly, another ḥadīth states:
«لَا صَلَاةَ بَعْدَ الْفَجْرِ حَتَّى تَطْلُعَ الشَّمْسُ، وَلَا صَلَاةَ بَعْدَ الْعَصْرِ حَتَّى تَغْرُبَ الشَّمْسُ»
(al-Bukhārī – Mawāqīt al-Ṣalāh, Muslim – Ṣalāt al-Musāfirīn)
"There is no prayer after Fajr until the sun rises, and no prayer after ʿAṣr until the sun sets."
Again, the meaning is the same: prohibition of prayers without a cause.
Taḥiyyat al-Masjid may be prayed after ṣubḥ ṣādiq, whether before or after the adhān. The prohibition of prayer after Fajr relates only to voluntary prayers without a cause, whereas Taḥiyyat al-Masjid is tied to the cause of entering the mosque.
If Sunnah al-Fajr is already performed at home → pray Taḥiyyat al-Masjid in the mosque.
If Sunnah al-Fajr is not yet performed → pray Sunnah al-Fajr in the mosque, and that suffices for both.
