The Messenger of Allah ﷺ himself offered the sacrifice before shaving his head, and he instructed his Companions to do the same.
Hazrat Miswar ibn Makhramah (رضي الله عنه) narrated:
أن رسول الله صلى الله عليه وسلم نحر قبل أن يحلق وأمر أصحابه بذلك
“The Messenger of Allah ﷺ sacrificed before shaving his head and ordered his Companions to do the same.”

Although this narration refers to the incident during the ‘Umrah of Hudaybiyyah, the same sequence is Sunnah for Hajj as well.
Shaykh al-Albani (رحمه الله) affirmed this order for Hajj:
