A person, out of personal enthusiasm, gives Adhan or Iqamah in a mosque even though an appointed Imam and Mu’adhin are present. He seeks the Mu’adhin’s permission to give either the Adhan or, if not possible, at least the Iqamah. However, the mosque's mutawalli (administrator) strictly orders that no one except the designated Mu’adhin should give Adhan or Iqamah. According to Shari‘ah, is the mutawalli's action correct or not?
The mutawalli is the appointed caretaker of the mosque, and it is his responsibility to manage its affairs. Therefore, his directive should be respected and followed.
However, if the appointed Mu’adhin willingly allows someone else to give the Adhan or Iqamah, and no disorder or mismanagement occurs, then the mutawalli should not be overly strict in this matter.
If, however, the mutawalli’s decision is based on a valid reason—such as the substitute caller having a weak or unpleasant voice—then it is permissible to restrict him, based on the Hadith:
"إِنَّ دَايَ صَوْتًا"
(“Indeed, [such a voice] is unpleasant.”)
