❖ Recipients of Sadaqat al-Fitr: Same as Zakāh or Only the Poor? ❖

A number of scholars, including Imām al-Shawkānī and others, have stated that the eight categories of Zakāh recipients are also valid recipients of Sadaqat al-Fitr.
Their evidence is as follows:
فمن أداها قبل الصلاة فهى زكاة مقبولة
“Whoever gives it before the Eid prayer, it is an accepted form of Zakāh.”
[Ḥasan: Irwā’ al-Ghalīl: 843, Abū Dāwūd: 1609, Kitāb al-Zakāh: Bāb Zakāt al-Fiṭr]
This narration explicitly labels Sadaqat al-Fitr as Zakāh, thereby suggesting that its recipients should fall under the same eight categories as outlined for Zakāh.
أن رسول الله أمر بزكاة الفطر
“The Messenger of Allah ﷺ commanded the giving of Zakāt al-Fiṭr.”
[Bukhārī: 1504, Kitāb al-Zakāh: Bāb Ṣadaqat al-Fiṭr ʿala al-ʿAbd wa Ghayrihi min al-Muslimīn, Muslim: 984]
These narrations use the term “Zakāh” in reference to Ṣadaqat al-Fitr, reinforcing the view that its recipients are the same as those of Zakāh.
◈ Ibn Qudāmah also held this view.

However, some scholars are of the opinion — and this view appears to be stronger — that Sadaqat al-Fitr is to be distributed exclusively among the poor, needy, and the destitute.
This is based on clear wording in a hadith, as follows:
طعمة للمساكين
“Zakāt al-Fiṭr is food for the needy.”
[Ḥasan: Irwā’ al-Ghalīl: 843, Ibn Mājah: 1827, Kitāb al-Zakāh: Bāb Ṣadaqat al-Fiṭr]

✔ Conclusion:
Although some scholars expand the eligibility of Sadaqat al-Fitr to all eight Zakāh categories, the more sound and textually supported view is that it should be limited to the poor and needy, as explicitly mentioned in hadith.
