If a person washes some limbs once, others twice, and some three times during Wudu, then his Wudu is still valid, and he will not be sinful. This is because the obligatory (fard) part of Wudu is to wash each limb at least once. Washing twice or three times is not obligatory but is part of the Sunnah and carries virtue.
Hence, if someone omits washing three times as per the Sunnah, he merely misses out on the added reward, but his Wudu remains valid.
Failing to perform Khilal of the beard and the fingers of the hands and feet is blameworthy, as ensuring water reaches through the beard and between the fingers is considered necessary in Wudu. Neglecting this can amount to sin because it may result in certain obligatory parts being left dry.
Hazrat Abdullah ibn Zaid (رضي الله عنه) narrated that the Prophet Muhammad ﷺ performed Wudu and washed his face three times, his hands twice, and wiped over his head.

Imam Tirmidhi رحمه الله noted that another narration mentions the Prophet ﷺ washing some limbs once and others three times during Wudu.
