Ruling on Responding to Salām from Qādiyānīs and Non-Muslims

excerpt you provided from “Aḥkām wa Masāʾil – Kitāb wa Sunnat kī Roshnī Mein” by Shaykh Mubashshir Ahmad Rabbānī:

Question:

If a Qādiyānī greets a Muslim with salām first, should the Muslim respond or not?

Answer:

Qādiyānīs and Mirzāʾīs are unanimously considered disbelievers (kuffār). Regarding disbelievers, Islamic guidance is clear that we should not initiate greetings (salām) with them.

The Messenger of Allah ﷺ said:
”لَا تَبْدَءُوا الْيَهُودَ وَالنَّصَارَى بِالسَّلَامِ، فَإِذَا لَقِيتُمُوهُمْ فِي الطَّرِيقِ فَاضْطَرُّوهُمْ إِلَى أَضْيَقِهِ“

"Do not initiate salām with the Jews and Christians. If you meet them on the road, force them to the narrowest part of it."

📚 [Ṣaḥīḥ Muslim, Kitāb al-Salām, Bāb al-Nahy ʿan Ibtidāʾ Ahl al-Kitāb bi’l-Salām, 2167]
However, if they greet first, then respond with:
”وَعَلَيْكُمْ“

“And upon you.”

This is based on the narration in Ṣaḥīḥ al-Bukhārī (6257).
But if a gathering consists of Muslims, polytheists, idolaters, Jews, and Christians together, then greeting them collectively is permissible.
As found in the narration of Ṣaḥīḥ al-Bukhārī (6254), the Prophet ﷺ once passed by a mixed gathering of Muslims, polytheists, idolaters, Jews, and the hypocrite ʿAbdullāh bin Ubayy bin Salūl — and he greeted them with salām.

Conclusion:

➤ In a mixed gathering, it is permissible to greet.
➤ But for purely disbelieving individuals or groups — such as Jews, Christians, Qādiyānīs, apostates, or idolaters — do not initiate salām.
