A Muslim woman is not permitted to marry a disbeliever under any circumstance.
Scholarly Consensus:
❀ ʿAllāmah Ibn Juzayy رحمه الله (741 AH):
انعقد الإجماع على أن الكافر لا يتزوج مسلمة، سواء كان كتابيا أو غيره
“Consensus has been established that a disbeliever cannot marry a Muslim woman—whether he is from the People of the Book or otherwise.”
(Tafsīr Ibn Juzayy, 1/120)
❀ ʿAllāmah al-Khāzin al-Ḥanafī رحمه الله (741 AH):
انعقد الإجماع على أنه لا يجوز لمسلمة أن تتزوج
“Consensus has been established that it is not permissible for a Muslim woman to marry (a polytheist in belief).”

❀ ʿAllāmah Ibn Mufliḥ رحمه الله (884 AH):
لا يحل لمسلمة نكاح كافر بحال، لا نعلم فيه خلافا
“It is never lawful for a Muslim woman to marry a disbeliever. We do not know of any difference of opinion in this matter.”
