Question:
If a person continuously experiences urine drops, how should they perform their prayer? And can such a person lead the congregation in prayer?
Answer:
If a person continuously experiences the dripping of urine, they should make ablution (wudu) for each prayer and then perform the prayer. Making ablution for each prayer is their form of purification (taharah). Therefore, such a person can also lead the congregation in prayer.
The precedent for this in Islamic Shariah is the ruling regarding a woman who experiences continuous bleeding (istihadah). For instance, regarding Sayyidah Fatimah bint Abi Hubaysh, who was experiencing istihadah, the Prophet (peace and blessings be upon him) said:
"When it is the blood of menstruation, which is dark and recognizable, refrain from prayer. But when it is the other blood (of istihadah), perform ablution and offer your prayer, for it is merely a vein."

In the same way that a woman experiencing istihadah is ordered to perform ablution and offer her prayer because wudu is her purification, a person suffering from continuous dripping of urine should also perform wudu before praying. This is their form of purification, and they should not abandon prayer. (And Allah knows best.)
