This excerpt is taken from Sheikh Hussain bin Mubarak Al-Mawsili's Arabic book Al-Awamer wal-Nawahi, which has been translated into Urdu by Muhammad Sarwar Gohar Sahib under the title Ahkamat o Mamnooat.
① Sayyiduna Abu Maryam Azdi رضي الله عنه narrates, I came to Sayyiduna Muawiyah رضي الله عنه and said: Abu Fulan! How much favor and blessing Allah has bestowed upon you (the Arabs say this phrase). I said: I have heard a hadith from the Messenger of Allah صلی اللہ علیہ وسلم which I want to tell you. He صلی اللہ علیہ وسلم said:
من ولاه الله شيئا من أمور المسلمين فاحتجب دون حاجتهم وخلتهم وفقرهم، احتجب الله دون حاجته وخلته وفقره يوم القيامة
"Allah, whoever appoints as the leader of the Muslims and he does not care for their needs, worries, and problems but rather neglects them and remains hidden, then on the Day of Judgment Allah will also hide from his needs, worries, and calamities, and no one will care for him."
The narrator states, then Sayyiduna Muawiyah رضي الله عنه appointed a man to find out the needs of the people and to solve their problems.

① Sayyiduna Abu Dharr رضي الله عنه narrates, I said: O Messenger of Allah صلی اللہ علیہ وسلم! Why do you not appoint me as a governor? The narrator states, the Prophet صلی اللہ علیہ وسلم placed his hand on my shoulder and then said:
يا أبا ذر إنك ضعيف، وإنها أمانة، وإنها يوم القيامة خزي وندامة إلا من أخذها بحقها وأدى الذى عليه فيها
"Abu Dharr! You are a weak man, this is a trust, and whoever does not accept it properly nor fulfill its responsibility, this very thing will be a cause of disgrace and regret for him on the Day of Resurrection."

① It is narrated from Sayyiduna Ibn Umar رضي الله عنهما that the Prophet Muhammad صلی اللہ علیہ وسلم said:
الغادر ينصب له لواء يوم القيامة فيقال: هذه غدرة فلان
"On the Day of Judgment, a flag will be raised for the traitor, and it will be said: This is the sign of the treachery of so-and-so, son of so-and-so."

② It is narrated from Sayyiduna Abu Saeed Khudri رضي الله عنه that the Prophet Muhammad صلی اللہ علیہ وسلم said:
لكل غادر لواء عند استه يوم القيامة يرفع له بقدر غدره، ألا ولا غادر أعظم غدرا من أمير عامة
"On the Day of Judgment, a flag will be raised near the neck of every traitor, and it will be raised according to the extent of his treachery. And listen! There is no traitor greater than the treachery of the public leadership."

① It is narrated from Sayyiduna Abu Dharr رضي الله عنه that he said to the Messenger of Allah صلی اللہ علیہ وسلم, "Grant me a position," to which the Messenger of Allah صلی اللہ علیہ وسلم replied:
يا أبا ذر إني أراك ضعيفا، وإني أحب لك ما أحب لنفسي، لا تأمرن على اثنين ولا تولين مال يتيم
"Abu Dharr! I consider you weak; whatever I like for myself, I like for you as well. Do not become a ruler over two people, nor accept the guardianship of an orphan's wealth."
