Qunoot in Witr: Before or After Rukuʿ – With Raised Hands or Without?

Should Qunoot be recited with raised hands, or can it also be recited without raising hands? It is established from a Companion that in Witr, Qunoot was recited with raised hands after Rukuʿ. But if Qunoot is recited before Rukuʿ, should it be with raised hands or without?
Al-ḥamdu lillāh, waṣ-ṣalātu was-salāmu ʿalā Rasūlillāh, Ammā Baʿd!
Qunoot in Witr can be recited with raised hands as well as without raising hands. Both ways are correct.
Similarly, whether the Qunoot is recited before Rukuʿ or after Rukuʿ, in both cases, raising the hands or not raising them is permissible.
