On Whom Is Salah Obligatory? Rulings on Its Obligation in Islam

❖ Introduction: The Importance and Ruling of Salah

الحمد لله، والصلاة والسلام علىٰ رسول الله، أما بعد!

Salah (prayer)
is among the fundamental pillars of Islam and holds the highest rank among all physical acts of worship. After the two declarations of faith (Shahadatain), Salah is the most important pillar of Islam. The Prophet ﷺ described it as the pillar of Islam, saying:

"Its pillar is Salah."
(Musnad Ahmad 5/231; Jami` at-Tirmidhi, Hadith: 2616 – Hasan Sahih)

❖ The Place of Obligation: When and How It Was Enjoined

Salah was made obligatory upon the Prophet ﷺ at the highest point of the heavens — a rank never attained by any other human. It was enjoined directly by Allah during the blessed night of Mi'raj, without any intermediary.

Initially, Allah ordained fifty prayers, but through divine mercy, they were reduced to five, yet the reward remains equal to fifty.

This unique method of legislation signifies the immense importance and love of Allah for this act of worship. Salah demands a significant share of a believer's time and devotion.

❖ Evidence of Obligation from Qur’an, Sunnah, and Consensus (Ijma‘)

The obligation of Salah is established by:

Qur’an
Sunnah of the Prophet ﷺ
Consensus (Ijma‘) of the Muslim Ummah

﴿فَإِذَا اطمَأنَنتُم فَأَقيمُوا الصَّلوةَ إِنَّ الصَّلوةَ كانَت عَلَى المُؤمِنينَ كِتـبًا مَوقوتًا﴾
(Surah An-Nisa: 103)
"Then, when you feel secure, establish the prayer. Indeed, the prayer is a prescribed obligation upon the believers at fixed times."

Here, the word “Kitaban” implies “Maktuban”, meaning obligatory.

❖ The Prophet’s ﷺ Command Regarding Obligation of Salah

When the Prophet ﷺ sent Mu‘adh ibn Jabal رضي الله عنه to Yemen, he instructed him:

"Inform them that Allah has made five daily prayers obligatory upon them, during every day and night."
(Sahih al-Bukhari, Hadith: 1395; Sahih Muslim, Hadith: 19)

❖ Denial of Obligation: A Form of Disbelief

There is unanimous consensus among the Muslims that:

Denying the obligation of the five daily prayers constitutes disbelief (kufr).
◈ Such a person is considered a disbeliever (kafir), apostate (murtad), and expelled from the fold of Islam.
◈ Their life and wealth become lawful unless they repent and return to Islam.

❗ However, if the individual is a new Muslim who is unaware of Islamic rulings, they are excused until the truth is clarified for them. If they continue to deny after clarification, they are judged as disbelievers.

❖ Who Is Obligated to Pray?

Salah is obligatory upon every individual who fulfills the following conditions:

◈ 1. Being a Muslim:

Salah is not obligatory upon non-Muslims. They are not legally accountable (mukallaf) in the state of disbelief. However, on the Day of Judgment, they will be punished for neglecting Salah, as the Qur’an states:

﴿ما سَلَكَكُم فى سَقَرَ ﴾
﴿قالوا لَم نَكُ مِنَ المُصَلّينَ ﴾
(Surah Al-Muddaththir: 42–43)
“What caused you to enter Hell?”
They will say, ‘We were not of those who used to pray.’”

This confirms that even disbelievers will be held accountable for abandoning Salah.

◈ 2. Reaching the Age of Puberty (Buloogh):

Salah becomes obligatory when a person becomes baligh (pubescent). There are three common signs for both men and women:

➊ Reaching the age of 15 lunar years
Emitting semen (whether awake or asleep)
➌ Growth of pubic hair under the navel

🟣 For girls, a fourth sign is:
Onset of menstruation (haidh)

◈ 3. Possessing Intellect (‘Aql):

Salah is only obligatory upon a sane and sound-minded person. Therefore:

✔ A mad (majnun) or insane person is not accountable.
✔ Similarly, an extremely elderly person who has lost their mental faculties is also not required to pray.

◈ 4. Free from Menstruation and Postnatal Bleeding:

Women in haidh (menstruation) and nifas (postnatal bleeding) are exempt from prayer.

The Prophet ﷺ said:

"Is it not the case that when she menstruates, she neither prays nor fasts?"
(Sahih al-Bukhari, Hadith: 304)

🟢 Hence, women are not required to pray during these periods, and no Qada is required afterward.

✅ Conclusion

✔ Salah is an immensely important obligation, proven by Qur’an, Sunnah, and consensus.
✔ It is obligatory upon every Muslim who is:
Baligh (mature)
‘Aaqil (sane)
Pure from menstruation or postnatal bleeding (for women)

❗ Denial of its obligation is an act of disbelief, and takes a person outside the fold of Islam.

🕌 Salah is the pillar of Islam, and abandoning it is spiritual ruin.
📖 Let every Muslim honor this duty and never neglect it.
