Acquiring Citizenship of a Muslim Country by a Non-Muslim:
If there is no fear of mischief or harm from a non-Muslim, and there is an apparent inclination towards goodness, then it is permissible for such a non-Muslim to acquire citizenship of a Muslim country.
Residence in the Arabian Peninsula Without Islam:
However, residing in the Arabian Peninsula without accepting Islam is not permitted for non-Muslims.
This is based on the instruction of the Prophet ﷺ, who advised the expulsion of polytheists from the Arabian Peninsula.
