Is ʿUmrah Obligatory Every Time One Enters Makkah? – In the Light of Qur’an and Hadith

❖ The Question​


Is ʿUmrah obligatory upon those who live outside the boundaries of the Ḥaram whenever they come to Makkah?


❖ The Answer​


Alhamdulillāh, waṣ-ṣalātu wa-s-salāmu ʿalā Rasūlillāh. Ammā baʿd!


Islam is a religion of ease and flexibility. It places obligations on its followers only according to their ability and capacity. There is no command in Islam that exceeds human capability.


❖ The Obligation of Ḥajj in Islam​


Ḥajj is obligatory only once in a lifetime, and that too upon those who possess the means and ability to perform it. The Qur’an states:


"ولله علی الناس حج البیت من استطاع إلیہ سبیلا"
(Āl ʿImrān: 97)


“And Ḥajj to the House is a duty upon mankind to Allah, for those who have the means to undertake the journey.”


This verse clearly establishes that Ḥajj is obligatory only once upon those who are financially, physically, and logistically able.


Ibn ʿAbbās (RA) narrates that the Prophet ﷺ said:


"الحج مرۃ واحدۃ فمن زاد فھو تطوع"
(Sunan Abū Dāwūd: 1514)


“Ḥajj is obligatory once, and whoever performs it more than once, that is voluntary.”


❖ The Ruling Regarding ʿUmrah​


As for ʿUmrah, it is considered a voluntary act of worship. No definitive text establishes its obligation. Therefore:


❀ Whether one resides within the boundaries of the Ḥaram or outside, ʿUmrah is not obligatory.
❀ Performing ʿUmrah is an optional and voluntary deed, left to one’s choice.
❀ If someone does not perform ʿUmrah, he is not sinful.


❖ Conclusion​


Those who live outside the boundaries of the Ḥaram are not obliged to perform ʿUmrah every time they come to Makkah. It remains an optional act of worship—whoever wishes may perform it, and whoever does not is under no blame.
