This excerpt is taken from Sheikh Zubair Ali Zai Rahimahullah's book on the rulings and issues of Qurbani.
Question:
Can the meat of Qurbani be given to non-Muslim people or not? (Irshad Allah Aman)
Answer:
Regarding the meat of the sacrifice, Allah Almighty says:
فَكُلُوا مِنْهَا وَأَطْعِمُوا الْبَائِسَ الْفَقِيرَ
So eat from it and feed the poor who are fasting.
Reference: (Al-Hajj: 28)
And He said:
فَكُلُوا مِنْهَا وَأَطْعِمُوا الْقَانِعَ وَالْمُعْتَرَّ
So eat from it and feed the rich and the poor.
Reference: (Al-Hajj: 36)
From these verses, it is established that dividing the meat of the sacrifice into three parts—eating some oneself, feeding the wealthy such as relatives and friends, and feeding the poor—is completely correct. And since sacrifice is an act of drawing closer to Allah and worship, it is better that the meat of the sacrifice be given only to Muslims. However, if it is a matter of reconciliation of hearts, then according to Surah At-Tawbah, verse 6, it is permissible to give this meat to those non-Muslims who are not hostile enemies of Islam but treat Muslims kindly.
In the house of Sayyiduna Abdullah bin Amr bin Al-As (may Allah be pleased with them), a goat was slaughtered. When he came, he said: Have you also sent some to our Jewish neighbor? He said this twice and said: I heard the Messenger of Allah (peace be upon him) say:
ما زال جبريل يوصيني بالجار حتى ظننت أنه سيورثه
Gabriel kept advising me about the neighbor so much that I thought he would make him an heir.
Reference: (Sunan Tirmidhi: 1943, Musnad Hamidi: 593, and its authentic chain)
It is understood that due to reconciliation of hearts and being neighbors, it is permissible to give the meat of the sacrifice to non-Muslims as well.
