Can Non-Practicing Committees Restrict Worshippers from Mosque Affairs?

❖ Ruling on Non-Practicing Mosque Committee Restricting Worshippers​

Derived from: “Ahkam wa Masail in the Light of Qur’an and Hadith”, Volume 02

❖ Question​

If the members of a mosque’s administrative committee are mostly non-practicing (i.e., do not offer Salah), do they have the right to tell practicing worshippers that they are not allowed to be involved in mosque management affairs, or that they cannot compel the imam to lead prayer at the time designated by the congregation?

❖ Answer​

General Mosque Administration:
In general, ordinary worshippers should avoid interfering in the overall administrative operations of the mosque, which are typically handled by the appointed committee.

Fixing the Prayer Times:
However, the matter of setting the prayer times is not under the authority of the mosque’s administrative committee.
This is a matter that directly relates to the imam and the congregation (muqtadis).

✅ Therefore, the imam and the worshippers should mutually agree upon prayer times through mutual consultation and ensure consistent adherence to those times.

⛔ Differences and disputes over minor issues should be avoided to preserve unity and harmony within the mosque.
