As Allah Almighty has conveyed their statement:
وَأَنَّا مِنَّا الْمُسْلِمُونَ وَمِنَّا الْقَاسِطُونَ ۖ فَمَنْ أَسْلَمَ فَأُولَـٰئِكَ تَحَرَّوْا رَشَدًا
"And among us are Muslims, and among us are unjust. And whoever has submitted [to Allah]—those have sought out the right course."
[Al-Jinn: 14]
In this noble verse, the word "الْقَاسِطُونَ" refers to non-Muslims, as it is mentioned in contrast to "الْمُسْلِمُونَ" (Muslims).
