[Fatwā, No. 3189, p. 207]
ʿAllāmah Ibn Ḥajar رحمه الله stated:
"The scholars are unanimous that ruqyah is permissible when the following three conditions are fulfilled:"
➊ The ruqyah must consist of the words of Allah, or His names and attributes.
➋ The meaning of the ruqyah must be understood, regardless of the language it is recited in.
➌ The belief must be held that ruqyah itself has no inherent power, but that it is effective only through the will and help of Allah.
❖ Question:
Are there any conditions for performing a Sharʿī (Islamically legitimate) ruqyah?❖ Answer:
"There is no harm in performing ruqyah using the Book of Allah and prophetic supplications."[Fatwā, No. 3189, p. 207]
