كَلَّآ إِنَّ كِتَـٰبَ ٱلْأَبْرَارِ لَفِى عِلِّيِّينَ ﴿18﴾
Nay! Verily, the Record (writing of the deeds) of Al-Abrâr (the pious believers of Islamic Monotheism) is (preserved) in ‘Illiyyûn
كَلَّآ kallā Nay

(Ayah 18 to 21){ كَلَّاۤ اِنَّ كِتٰبَ الْاَبْرَارِ …:’’ كَلَّاۤ ‘‘} That is, it is by no means the case that if this is the condition of the disobedient, then the righteous will be treated the same way. {’’ عِلِّيِّيْنَ ‘‘} and {’’ عِلِّيُّوْنَ ‘‘ ’’عِلِّيٌّ‘‘} are plurals, which are intensive forms derived from {’’عُلُوٌّ‘‘}. Its meaning is "a very exalted person," and {’’ عِلِّيُّوْنَ ‘‘} means "very exalted people." According to the command of Allah Almighty, this is a book in which the names of the righteous and their deeds are clearly written; no alteration or deficiency is possible in it. {’’ يَشْهَدُهُ الْمُقَرَّبُوْنَ ‘‘} That is, the close-stationed angels are present to supervise it. The second meaning is that since it is the register of the righteous, only those close-stationed ones whose register it is are permitted to be present there to view it.
