Surah Al-An'aam (6) — Ayah 25

وَمِنْهُم مَّن يَسْتَمِعُ إِلَيْكَ ۖ وَجَعَلْنَا عَلَىٰ قُلُوبِهِمْ أَكِنَّةً أَن يَفْقَهُوهُ وَفِىٓ ءَاذَانِهِمْ وَقْرًا ۚ وَإِن يَرَوْا۟ كُلَّ ءَايَةٍ لَّا يُؤْمِنُوا۟ بِهَا ۚ حَتَّىٰٓ إِذَا جَآءُوكَ يُجَـٰدِلُونَكَ يَقُولُ ٱلَّذِينَ كَفَرُوٓا۟ إِنْ هَـٰذَآ إِلَّآ أَسَـٰطِيرُ ٱلْأَوَّلِينَ ﴿25﴾
And of them there are some who listen to you; but We have set veils on their hearts, so they understand it not, and deafness in their ears; and even if they see every one of the Ayât (proofs, evidence, verses, lessons, signs, revelations, etc.) they will not believe therein; to the point that when they come to you to argue with you, the disbelievers say: "These are nothing but tales of the men of old."
وَمِنْهُم wamin'hum And among them
مَّن man (are those) who
يَسْتَمِعُ yastamiʿu listen
إِلَيْكَ ۖ ilayka to you
وَجَعَلْنَا wajaʿalnā but We have placed
عَلَىٰ ʿalā over
قُلُوبِهِمْ qulūbihim their hearts
أَكِنَّةً akinnatan coverings
أَن an lest
يَفْقَهُوهُ yafqahūhu they understand it
وَفِىٓ wafī and in
ءَاذَانِهِمْ ādhānihim their ears
وَقْرًۭا ۚ waqran deafness
وَإِن wa-in And if
يَرَوْا۟ yaraw they see
كُلَّ kulla every
ءَايَةٍۢ āyatin sign
لَّا not
يُؤْمِنُوا۟ yu'minū will they believe
بِهَا ۚ bihā in it
حَتَّىٰٓ ḥattā Until
إِذَا idhā when
جَآءُوكَ jāūka they come to you
يُجَـٰدِلُونَكَ yujādilūnaka and argue with you
يَقُولُ yaqūlu say
ٱلَّذِينَ alladhīna those who
كَفَرُوٓا۟ kafarū disbelieved
إِنْ in Not
هَـٰذَآ hādhā (is) this
إِلَّآ illā but
أَسَـٰطِيرُ asāṭīru (the) tales
ٱلْأَوَّلِينَ l-awalīna (of) the former (people)

(Ayah 25) {وَ مِنْهُمْ مَّنْ يَّسْتَمِعُ اِلَيْكَ … :} That is, they listen attentively. When, on the Day of Resurrection, some conditions that will befall the previous disbelievers were described, then the state of the present disbelievers was also mentioned. (Razi) It is stated that the polytheists come to you and listen to the Qur'an with great attention, but due to stubbornness and hostility, their purpose is not to seek guidance, so listening does not benefit them at all, because as a punishment for recognizing the truth but not accepting it and due to their ill intentions, We have placed veils over their hearts and plugs in their ears, because of which, despite listening attentively, they neither understand nor truly hear. See also Surah Al-A'raf (179). Now, if they did not believe after seeing such a great miracle as the Qur'an, then do not expect that they will believe after seeing any other miracle. Even though they know the Messenger of Allah (peace be upon him) and the Qur'an to be true, their stubbornness and hostility have reached such a point that when they come to you and argue, and these deniers cannot find any answer to your clear proofs, they say that these are the fabricated tales of the former people, even though the Qur'an contains teachings of morality, wisdom, and law, and the stories mentioned in it are all true events and are narrated only for admonition and advice.
