Surah Al-A'raaf (7) — Ayah 102

وَمَا وَجَدْنَا لِأَكْثَرِهِم مِّنْ عَهْدٍ ۖ وَإِن وَجَدْنَآ أَكْثَرَهُمْ لَفَـٰسِقِينَ ﴿102﴾
And most of them We found not true to their covenant, but most of them We found indeed Fâsiqûn (rebellious, disobedient to Allâh).
وَمَا wamā And not
وَجَدْنَا wajadnā We found
لِأَكْثَرِهِم li-aktharihim for most of them
مِّنْ min any
عَهْدٍۢ ۖ ʿahdin covenant
وَإِن wa-in But
وَجَدْنَآ wajadnā We found
أَكْثَرَهُمْ aktharahum most of them
لَفَـٰسِقِينَ lafāsiqīna certainly, defiantly disobedient

Some have taken this to refer to the Covenant of Alast which was taken in the Realm of Souls, some have taken it to mean the covenant made with the prophets to avert punishment, and some have taken it to mean the general covenants that people make with one another. And this breaking of the covenant, regardless of its type, is indeed fisq (disobedience).
