Explanation:
1:
The well-known recitation is: ﴿هَلْ يَسْتَطِيعُ رَبُّكَ﴾, that is, with the ya’ (yā’ taḥtāniyyah) and the ra’ (rā’) having a ḍammah on top.
The complete verse is as follows: ﴿هَلْ يَسْتَطِيعُ رَبُّكَ أَن يُنَزِّلَ عَلَيْنَا مَآئِدَةً مِّنَ السَّمَاء﴾ (al-Ma’idah: 112), and the recitation mentioned in this hadith is that of Kisā’ī.
The meaning will be: “Do you have the ability to ask your Lord?”

(In the chain of narration, ‘Abd al-Rahman ibn Ziyād al-Ifriqī and Rushdīn ibn Sa‘d are weak narrators.)
